I stopped hearing Owings Mills SHA on 47 MHz at
least a year ago and now they're on FiRST.

Interesting. In the case of Montgomery County and PG County they're being simulcast on the following TGs for 495, 95 and 270 interstates.
TG 6992 on the Montgomery County (Motorola Type II SmartZone) TRS
TG 20052 on the PG County (Project 25 Phase II) TRS.
I'm going monitor the MD SHA VHF-low frequencies this afternoon (busy holiday weekend get away) on a separate scanner to see if they're originating from there.
Just wondering if anyone in Howard County has heard CHART on the Howard County TRS? I'm slightly out of range for that TRS.

In Frederick County, I listen to them on the Maryland FIRST system on TG 7292 SHA D7. I'm not really sure what all SHA District 7 covers, but it seems to at least cover all of Frederick County MD. Cart can also switch to TG 7376 MSP B Frederick, which is permanently (for now) patched to the Frederick County P25 system TG 5668 MSP B OPS. I've heard that SHA can also be patched in to Frederick County TGs 5671 SHA OPS & 5672 SHA TRAF, but that doesn't seem to be on all the time.

Could this be a rebroadcast of a Maryland State Highway VHF lo-band frequency?
