That is the input frequency for most of the State of MD's Natural Resources PD repeaters, most of which are most likely still in use in much of central and western MD as the FiRST system still is rolling out there.  It is also the repeater output frequency for West Virginia's Department of Forestry in the south-eastern portion of the state which of course borders Virginia.  Given both area's mountainous terrain, it would be entirely possible you're receiving the identifier from one of those agency's distant towers.  Any chance of catching a PL or other tone code with it?  I realize many systems automate the CW ID's outside of the established PL's or tone codes used for voice transmissions.

I am hearing a cw id on this frequency in Fredericksburg. The only license I can find is Culpeper county.  Anyone else confirm its use?
