And I use my 2 UV82Xs.  One for 2/220 and one for 2/440.  I have a bunch of locations programmed into the software and I sync them when I travel.  The total for the two HTs was less than $80 plus another $45 for the programming software and cable.   They work well and the 5W out gives me great coverage.  You can use pretty much any rig illegally.  You can’t ban everything that could be misued as that would include pretty much everything.
