You would do better trying to tune FM witha mistuned AM reciever, then trying to hear"amplitude" changes with a receiver that 
responds to deviation. Most FM IFs are 
brickwalled to cut off the static that rides in.

yes I know these are AM comms but having a radio that does 240 FM and can
step down to 2.5, 6.25, 12.5 etc if I set the freq off by .5k I wonder if
it would be intelligible.
