Not sure if GSA has security/operations frequency for Metro DC, though.

Any clue who this might be?

There is an unencrypted building security operation on this repeater with
frequent references to "O-P-C."  They had a fire drill today in the "701"
building.  Regular radio checks but so far, little useful identifiers.

It does not sound like ICE or NPS, which have typically used the freq.
