WEA is used for various, geographically targeted, government notifications. It might be a storm, a hazmat incident or a tsunami. I've received Amber alerts in MD and when I was recently in FL.

You won't get them on an internet phone because they're sent via the cellular system. You won't get them on a flip-phone because they're text messages, i.e. data. Since the system is voluntary you won't get them if your carrier doesn't participate. You may not get the message if you're on a call. I understand you can set your device to ignore all WEA alerts except for those originated by the federal government. 

I know that Fairfax County received a number of reports from people who didn't get anything. But some alerts is better than no alerts.
