Chris...think of it this way.  For now, it is a back up and addition to the existing TRS that jurisdictions use now, however it is much more robust.  Think of it as AT&T's nationwide cellular network, but the band(s) that it uses is completely dedicated to public safety.  It is always there, always on and is reachable wherever you go.  I think right now agencies who use it--Washington County, MD, FFX Co, Richmond, etc.  are using it for their MDT's and other devices with interfaces like an air card you'd plug into your laptop to access broadband services from a cellular network provider like Verizon Wireless or AT&T, but as I said, totally dedicated to the agency.

So then what is FirstNet?  Does this system replace existing systems or is it an addition to?  The article really doesn’t elaborate.
