I have 4 Baofengs that I purchased probably 3 years ago that I just use for
family communications on an itinerant frequency that I'm licensed for. I
have the UV-5R which is dual band. I added a higher capacity battery and
replaced the antenna that came with the radio. They work great for what I
use them for. I paid less around $100 for all four and about another $100
for the batteries and antennas. I see them on Amazon now for just over
$25.00.
I just purchased two Any Tone AT-D868UV (Part 90 approved) from BridgeCom

ne-at-d868uv-dual-band-dmr-handheld-radio) and LOVE these radios. I have a
business license and repeater and these radios are great. I have a cache of
12 Motorola XPR-6550s and XPR-6360s that I think I'm going to sell and
replace them with this radio since I have both VHF and UHF frequencies
licensed. It does VV, UV, UU, VU, encryption (not legal on ham, GMRS, FRS
and limited other freqs - I think it is 40 bit, same as Moto DMR). The
radios are only $168.00 plus shipping and comes with programming cable and
downloadable software. Friends have purchased 5 of these radios (to be used
with Amateur and CERT) and likewise give very good reports.
I will say these are NOT the quality of the Motorola but what is other than
Harris? I'll hold on to my 7550s, 4550s and 5550s.

I think Dewey got it right. These are probably in-house Baofeng/Retevis (or
whatever) radios used at the animal shelter. Here is a reply from another
list.
BTW, which of the Baofeng radios do you guys recommend these days? Amazing
how inexpensive they are. Is there any safe software to use to program
them?

Those look like Retevis UHF radios. Try 462.125 MHz.
