[Scan-DC] D.C. Animal Control Radio ID, Please?

Looking at those speaker grilles and the sloping of the desk chargers with
the indentation in the front, they sure look like Baofengs, or one of the
look-a-like knockoffs of the Baofeng...

On the one closest to the lady's head, you can even see the two orange
side-keys below the PTT.  If they are in fact Baofengs or one of the
knockoffs, that particular shelter may have bought them on their own, and if
so, who knows what frequency they're using?!?!?!  As always, I reserve the
right to be wrong.
