I think I recall reading an article many years ago about how a typical
EZPass in New York City was read dozens of times a day. The authors weren't
sure what all of the readers were for, but some seemed to be associated with
billboards. Even without access to the EZPass database, the advertisers
could tell how often or how many times a person saw the ad and what time of
day. The readers could be used to gage relative (not absolute) traffic
density, possibly by the city or by companies that measure traffic flows
(Google, Inrix, etc.). With two or more readers, you could also measure
traffic speeds. The readers could be used for studies such as the famous
one about how many times people circle the block before finding a parking
place. In this era of "big data", I could foresee when retailers with
garages identify their best customers and direct them to the best parking
places.
A reader might be a good way to know when someone pulls into your driveway,
or the driveway of whatever house you are in for whatever reason. Great for
burglars and cheating spouses.
Although EZPass claims that they do not sell access to their database, it
would be pretty easy to set up an EZPass reader and camera combination to
correlate license plates to transponder numbers. Many states make license
plate owners' information available for sale or for free. I presume that
the transponder transmissions are not encrypted, and a quick Google search
seems to back that up. If no one sells that info yet, then you heard it
here first; maybe we could use it to fund QSL.net.

Black Helicopters aside, the PowerPoint shows that NYC uses ez-pass
detectors at fixed points to track vehicles entering and exiting the city
since almost everyone used ez-pass in NYC (most/all the bridges and tunnels
connecting to the island have tolls ). The license plate readers are not
100 accurate, to say the least.
