You are essentially correct.  In theory State's Bureau of Diplomatic
Security (DS), through the Office of Protective Services and its Dignitary
Protection and Protective Liaison divisions, is primary in providing
security to foreign cabinet-level diplomats in the US while SS is primary
for heads of state.  But there is a lot of overlap and cooperation, so
depending on threat assessment/risk, available resources and other factors
SS might be primary for less than head-of-state. In any event, DS employees
will always be involved with foreign dignitary security with coordination
among and between the diplomats personal security agencies and the federal,
state and local agencies of the US.

As I implied earlier - the last visit of a very high-level Turkish official
did not go so well and several Turkish security goons are PNG in the US
with pending warrants so it is not unusual that there will be extra
measures to maintain lots of distance from the visitors and protestors.  :)
