Joe,

Being a log time scanner buff along with this crew, do not fear to have to
listen to just digital to hear what is going on in DC. Analog is still
being used by literally loads of non-law enforcement but a digital scanner
will allow you to hear that of course. That being said. 166.925 and 166.725
US park police in DC is still available without a digital scanner as are
certain Sheriff departments in surrounding counties. NYPD is still analog
for instance. and you can always find a scanner app for android or apple
cell phone that will supplement your analog scanner.

Locally here in Loudoun county just outside DC, the fire department can be
heard on 46.380 dispatch. MD state PD still uses certain low band channels
as well. If you pick and choose to scan the DC area wisely, building
security  frequencies can be heard and you will find their contract folks
using freqs in the 400 Mhz range while DOD has gone to P25 digital trunking
as a whole on a 380 MHz system. David's site below is excellent for DC
frequencies in general.
