[Scan-DC] Monitoring Vdot on Stars

You have to make a differentiation between VSP dispatching SSP trucks and VDOT talk groups.  VDOT districts and VSP divisions do not line up.  This is why Richmond dispatches Caroline County SSP because Caroline County is in VSP Div 1 but VDOT District 6.  You will still hear other VDOT traffic on their TAC and AUX talk groups.

Okay thanks. I have learned that VSP div 2 and 7 dispatch safety service patrol. Whereas Richmond vdot toc dispatches them. One exception to the districts is that caroline county is in the fredericksburg district but is dispatched out of richmond.

I know the Richmond Toc is using tac4.
