[Scan-DC] Monitoring Vdot on Stars

The talk groups match the VDOT District numbers. You can go to the VDOT website and see a map that shows the district boundaries. Richmond is in District number four and they use talk groups with the number 4 in them

I know the Richmond Toc is using tac4.
