Didn't sound that way to me.
First engine saw black smoke and fire from the rear, called for a TF, 
attacked exterior fire in the rear.
Duty Chief was first chief officer on the scene, established command.
When exterior fire was knocked down, second engine and truck were 
ordered upstairs through the front to take care of interior fire.
Since the first engine went to the rear, which is not consistent with 
MCFRS protocols, it was necessary for the IC to give out assignments.
