As I said earlier maybe the control channel changed at the site nearest you. Make sure you have all of the control channels programmed.
I can guarantee that there is no protocol that limits radio traffic and as Andy said even if there were, that would not eliminate all traffic.
The two Fairfax talk groups are among the busiest in the state.

Have you tried turning the radio off and back on? When I had a BC396, it would sometimes lose lock on the control channel after a long time of not being power cycled. Turning it off and on would fix it. But, this was on the Arlington 800 system, not VSP. Worth a try if you haven't done it already.
