[Scan-DC] Virginia state police

Maybe they instituted a protocol limiting radio traffic, or most of the communication is via mobile laptop.  As far back as I can remember, MSP limits radio traffic big time.  In fact, a trooper said so.  There is even a 10 code for too much radio use.  I do remember VSP having practically constant radio chatter on the Division 2 and 7 channels before going to the STARS system.
