APO, Is subjective, to the topic at hand.

In terms of the military, it is referring to the post office.  But in 
terms of scanners as to the original question, I do think it is 
referring to a request for an Arlington County Police Officer. Since the 
Fire/EMS apparatus is through the county.  Not through the individual 
cities.
