Back in the spring I was scratching my head after hearing the Coast Guard 
broadcast a notice to mariners for the Potomac north of D.C.  I think it was 
on 157.1 but announced on 156.8.

I said, huh?

Do they bring in the Coast Guard to patrol the river just in that one spot? 
This is just insane.  I note that the British prime minister had a motorcade 
of only TWO vehicles as seen during the London stabbing a few months ago.

I'm totally confused. Alan's note seems to be for a specific Sunday (but 
which Sunday?). The Federal Register notice applies to a confusing range of 
dates, such as "from July 10 with specific notice."  So is this a permanent 
thing or what?
