[Scan-DC] No comms between CSX and Amtrak?

It's an oddly-framed story.  Here's the key:

I'm sure we'll never know for sure why it happened, but if they stepped 
onto Amtrak tracks, they probably didn't do it on purpose.  And if they 
didn't do it on purpose, they would have had no need to tell Amtrak that 
they were on their tracks.  Which they certainly could have done in any 
number of ways.  So it's not a lack of a radio that led to this tragedy.

The real question is: why is this a newspaper story about radios?
