There's a couple of things to be noted about the Md. State Police - they 
aren't the most chatty of users, so don't expect to hear a lot. Too, 
nearly all of their low band stuff is simplex, not repeated - so you 
need a decent antenna to hear them. A duckie, for an example, on a 
handheld isn't going to cut it unless they're REAL close to you

The other thing to keep in mind is that MSP is very slowly transitioning 
to the statewide FiRST system, and in these cases, low band is really a 
secondary user (if they use it at all). So I would suggest your friend 
save up his money and get a Phase 2 scanner (preferably one that can be 
upgraded for DMR / MOTOTRBO, which is slowly gaining a foothold out 
there. You're going to hear a lot more activity with this, rather than a 
plain analog scanner. Sadly, the days of analog are slowly coming to a close
