On the JFHQ-NCR network what sounds like techs have been chatting on TG 419, inaugural related, as are many of the three-digit groups.

They mentioned “frequency 40.650”.  He even said it twice.  I cannot hear it here.  I even tried 140.65.  Assuming this is MHz.  Could this be 40 GHz or something else?
