Wihout getting into the weeds on this particular licensee, it could be that
the Commonwealth, to supplement its income, is leasing space on the DMV
(and other) buildings to private firms for antennas and other such
installations. That would seem to be a good way to raise some revenue for
the government from what would be otherwise unused space. The town of
Blacksburg leases antenna space on several water towers in town to
different cellular companies, both generating revenue and reducing the need
for additional stand-alone towers in town.
