[Scan-DC] 911's fatal flaw?

As I recall, the carriers were required to provide caller locations
to the PSAPs before most phones had GPS chips.
They initially used a system called multilateration that calculated
location based on the time difference of arrival of a signal at
multiple receive sites.
But I thought that cell phones now also use A-GPS.
