[Scan-DC] Demo radios for Arlington?

In the past couple of days, I've twice heard on-air references to Arlington PD using "demo radios." On Friday, one officer asked another on the non-dispatch channel if they were using a demo radio, and told them that the audio sounded muffled (it did -- very). Today, there was an on-air request for officers to turn in a demo radio if they have one.
Does anyone on this list know if Arlington is perhaps looking at getting new radios? Is there any chance this could portend a move to encryption?
