[Scan-DC] Encrypted P25 on Industrial/Business Pool freqs?

I must admit this was a coincidence, now I wonder what I have stumbled
upon. Doesn't seem like a farm operation in this area needs that much
coverage or encrypted P25 comms. So what could this really be?
