I think the "loon" referred to in the headline is the reporter.I cannot believe that New York reporters are dumb enough not to check sources and think a "scanning device" is capable of transmitting. Although it does say he is reporting in the sports final edition.If NYPD is using a P25 system, they should be able to identify the radio ID code and lock it out of the system. This should also make it easy to determine if it was a lost/stolen radio.
