I think the "loon" referred to in the headline is the reporter.

I cannot believe that New York reporters are dumb enough not to check sources and think a "scanning device" is capable of transmitting. Although it does say he is reporting in the sports final edition.
If NYPD is using a P25 system, they should be able to identify the radio ID code and lock it out of the system.  This should also make it easy to determine if it was a lost/stolen radio.

Loon uses radio to taunt cop - again

FOR THE second time in a week, a mystery voice delivered threats and taunts over police radio transmissions, saying he'd kill an NYPD captain assigned to Manhattan South. 

The latest batch of threats came over police transmissions at about 8:50 p.m. Tuesday.

"Manhattan South captain; I'm still gonna put a bullet in his head," the radio freak said. "I'm in Times Square. Come find me."

Cops believe it's the same radio user who on Saturday said, "South Captain, remember how you put me in jail? I am out now and I am going to put a bullet in your head," sources said.

Police searched Times Square and couldn't find the creepy caller . Cops notified the captain believed to be the target of the threats, who was on his way home.

Police were investigating whether the radio calls came from a lost or stolen NYPD radio, or if someone was using a scanner device, sources said.
