[Scan-DC] 169.6 MHz

Does anyone know what the signal at 169.6 MHz is?  It's some kind of data, but who and what?
Page 24 of transition dot fcc dot gov /oet/spectrum/table/fcctable.pdf
has:
162.0375 - 173.2
FIXED Remote Pickup (74D)
MOBILE Private Land Mobile (90)

I don't think it's land mobile, so I googled part 74 of the FCC regs and found:  
https://www.gpo.gov/fdsys/pkg/CFR-2009-title47-vol4/pdf/CFR-2009-title47-vol4-part74.pdf74D is for "remote pickup" but 169.6 is not listed there.
