[Scan-DC] Person Down

[Brooks, Kurt]

It's a fatal stabbing. I spoke to a young man who claimed to be the victim's brother; if so the victim is a 24 year old disabled hispanic man who was likely robbed of his phone or shoes. Most of the TV stations should have video on their websites.
