[Scan-DC] TuneIn Radio App

WTOP has been running ads for Next Radio, which is made for smart phones that have FM tuners built in. Not being the owner of a smart phone, I can't be sure, but I gather that the FM tuner is inactive unless you go to the trouble of making it work.
