[Scan-DC] Wash ATC down

Of course this happens when I'm out of town since I normally have something
running on aviation all day on weekends.

The Wash Air Traffic Control Center is down due to a power failure. All
flights being diverted around a very large area of airspace. Should be
interesting listening on ATC freqs.
