[Scan-DC] July 4th monitoring

Because this is such a high profile event for the country, scanning should
be good. The FBI is setting up command centers in many cities especially
with the events of recent days overseas. USCG around here is always hot
during the fireworks display. Many Itinerant freqs and federal LE common
should be active also.
