[Scan-DC] Issues with Montgomery County System?

I've been monitoring my typical MCPD 3D/4D frequencies today and all of a
sudden I'm getting traffic from the EMS to hospital communications
talkgroup on the 3D MCPD talkgroup. This is using a Homepatrol scanner.
About to fire up my PSR-500 to see if it's also having the problem. Just
checking in to see if there's something going on that I haven't heard
about.

As a secondary question - what exactly occurs during "consolidated
talkgroups" - I've heard that term referenced a few times in the mornings
on the MCPD dispatch channels. I assume that overnight the talkgroups
combine to save space or something? Perhaps the problem I'm having today is
the same thing?
