[Scan-DC] Unknown Aircraft Situation

I fully agree with the long runways at KIAD.  I don't know if fuel/weight
would have really been a difference since KCLT is such a short run.  When
KIAD tower asked about souls and fuel, he reported something like 151
minutes (it sounded like the controller then kind of chucked afterwards, if
so, VERY DISTASTEFUL given an emergency situation).  That's a lot of fuel
for a 45 minute to 1 hour flight.  I don't know how much circle time they
build in, but I ***think*** it is something like an hour, plus the ability
to get to three of the closest diversion airports.  As always, I reserve the
right to be wrong.

In that case it's not a good idea to return to DCA with it's short runways.
Right after take off airplane is at it's heaviest and requires more 
runway to land than as if it had burned off fuel such as would be the 
case upon arrival at destination.
  IAD was always the take off alternate when I was flying.
Long runways, no water at the ends, services for pax and airplane.
