Thanks.  I listened to the archives, and whatever emergency it was, it
happened almost immediately after takeoff.  Once he declared the emergency,
he ended just about all of his transmissions with "emergency".  Sounds like
this is one of those recommendations that comes from recommendations after
critical events, such as, when Avianca 52 went down in New York (1990) for
fuel starvation because the pilots didn't immediately make the severity of
their situation known.

He's landed.  From Flightaware, it looks like he circled around to
return to DCA, then diverted to Dulles.
