[Scan-DC] MD FIRST system

I am having problems receiving Bay Bridge PD (or anything at all in FIRST).
Loading the entire data set for FIRST in BCD 436HP I get a few hits from 
various places in MD.
Audio is excellent and 2 sites are w/in reception range.
I found data for USNA in Uniden data base had several freq's missing and 
am thinking this data may be corrupt also.
I have tried every variation possible in massaging data in scanner but 
no help
Any suggestions?
