[Scan-DC] DC FD Encryption Update

Just out of curiosity, I wonder if there are ANY other Fire Depts, in the
US, that operate encrypted.

Here's a heads up from a coworker of mine who has been working with the new
administration: he called me yesterday and told me we can expect 'a
significant portion of DCFD's radio system will go unencrypted on Friday'.

So he's hoping he's right, and I guess we'll all find out Friday.
