[Scan-DC] Mystery Antenna Key Bridge

If it's USGS it won't be in the FCC database since it's fed gov. Most of the river gauge telemetry stations operated in the 164-165 MHz range based on what I remember. They don't transmit all the time. Pings every few minutes depending on the station.
