[Scan-DC] Mutual Aid to [encrypted] DC

Unfortunately, Mont. Co. has the encryption key now too that D.C. FEMS uses. 
It is in most of the radios already for apparatus along the D.C. border.

Is Mont. Co. FD going next to encryption?

Montgomery County FD just dispatched two engines and a ladder to 3238
Wisconsin Ave NW and told them to use DC Talkgroup A2.
How is that going to work?
