[Scan-DC] Need and ID

In snooping around with the SDR dongle I came across a STRONG hit at
496.599.00. Not only was the FM voice comms loud they had an echo on my
end. Every sentence came through like satellite time delay but very clear.
I could not copy the actual conversation due to this. I could make out 2
way voice but the damn echo was enough to rattle your brain. Any ideas?
