This was WV, I am not sure they had hunting licenses much less an FCC
license. There were no call signs used on any of the frequencies.

Unless these hunters are licensed hams, their use of 144.440 is illegal.
Even if they are licensed hams, that frequency is in the satellite portion
of the band and shouldn't, by convention, be used for something like
hunting.
Did the hunters give any call signs during their transmissions, by chance?
