[Scan-DC] Interoperability (?)

Did any of you catch the pedestrian struck by train last night in Montcamera County?  Turned out to be no serious injuries, but (NOT!) in a testament to interoperability, the police side didn't know what the fire side was doing, and the fire side didn't know what the fuzz wuz doing... 

how much money was spent on all these gollywog radio systems so that the different jurisdictions can (supposedly) communicate with each other, yet in the same jurisdiction, two public safety services on the same incident have no idea what each other knows.
MDCs are down, make all status changes verbally.  (They should announce it when they're up, it would be much less radio traffic.)
