I monitored (not scanned) PG County MD using a BC-639 military control 
tower receiver on VHF and a Hallicrafters S-40B to monitor Fire board on 
39 something.
These were AM receivers but one used "slope" tuning to receive wide band FM
PG PD had one county wide channel based in Seat Pleasant
Mobile units used dynamotors for plate voltage
Same for fire apparatus
MSP was nearby also on 39 mhz

Also used BC-639 to monitor Andrews tower
Went on to be an airline pilot

Lot's of drama and was concurrent to my budding career in ham radio and 
then as an electronics engineer.
At one time I had a store in Waldorf selling scanners and accessories

"T" (495 mhz) band was a challenge and Bearcat did a great job of 
keeping up with the emerging technology
A TV/repair/surplus store in Suitland sold scanner crystals cheap
