I would also guess even more at the Quantico/FBI/DOJ facility....?? More 
secure and more out of sight.
Back in the 911 days, when I was at the White House every day, I would spot 
a surveillance plane way up there, it was relatively small, but had a larger 
wing set up than normal....probably made it more efficient for slow 
cruising...

Cessnas.  In the last few years they have replaced a bunch of aircraft.
