Yes, the texts are fine.  The emails are not.

I receive the alerts from several jurisdictions in the DC area via 
Everbridge.  Everbridge offers the option of receiving text, email and/or 
phone alerts.  I have not tracked the lag time between text and email 
alerts, but the text alerts appear to sent in a timely manner.
