That's looking west.  The aircraft have just passed over Joint Base Andrews. Blue Plains is in the foreground. You can barely make out the Masonic Temple in Alexandria underneath the aircraft painted yellow, and the Woodrow Wilson Bridge above the wingtip of the photographer's aircraft.
