[Scan-DC] Hagerstown - New mobile command vehicle will benefit area

I was at a meeting last week on Event Planning in FFX. Several of the side
conversations was about LE not playing well with others when it comes to
Incident Command (they want to be the ones in charge of everything) and MICC
units that should be under the direction of EM. I must say the group at the
meeting was an exceptional group of LE, FD, EM and other planners.

Rumor has it, and its only a rumor, the LE side has totally dominated this
vehicle and there is no space or want for Emergency Management.

You know, encrypted LE radios and all.
