[Scan-DC] LTR Trunking Help; please

This past summer I had been monitoring this LTR system:

It covers a large area from Delaware to the Maryland mid-eastern shore.
The license actually includes these channels:
460.850
464.850
464.125
452.7375
462.53125
463.825 *
463.300 *
451.7875 *
452.2375 *
464.5875 *
* This year these five channels are carrying data (no voice). The signal fluctuates but I receive frequent close-call hits on my Uniden scanner. And when I get one hit, the next transmission will typically move to one of the other five channels. It is almost as if this were a digital voice system because of the system usage and the fact it appears to be local mobiles.

I thought maybe DMR, but the output in this case sounds similar to the input which does not sound like DMR to me.
Maybe Eric Carlson can tell me what I’ve been hearing?
