In my business I have almost always found that the real information for a police matter is spoken on the fire channels, and vice versa. Both services tend to be careful about what they say when talking about their primary responsibility, less so when speaking about anyone else's...

I would oppose encrypting routine fire rescue operations.  I am very surprised though at the amount of medical information that is transmitted in the open by ambulance/medic units  If you want to know what really happened in an incident, try to catch the transmissions of the unit transporting any patients/victims. You'll hear more than you need to know.
